Using Win 2003 Small Business Server with 14 clients. When logged on to the server box as the admin, I cannot stop/restart services. Each time I try, it appears that it works (I get the messages "Stopping Service..." and the progress bar, but it then fails sto stop the service.

I saw few years ago solution at university. PC with XP (joined domain), all users have local Admin rights, but after reboot what ever you install, XP will boot up in "clean state" before changes were made. I thinking about Automatic Deployment Service, am i right?
