I have Windows server 2003 SP2 runs as a primary DNS server, i got an error

I started receiving this error message on my DNS servers after a reboot a
couple of days ago.  All my DNS serves are Domain Controllers in a 2003 AD
environment.  As far as I can tell no immediate problems are occurring, but

Hi we are unable to do zone xfers between 2 different domains.
domain abc.com is ad integrated and under name servers i added 2 server from
domain efg.com - indicated allow zone xfers and notify for 'name servers'
only.

I am having a problem with resolving names ending in uscourts.gov.  I am
using Windows 2003 domain controllers as DNS servers.  When the problem
occurs it is for all users using that server.  Shutting down the DNS service
on the server for a few seconds and starting it back up ...
