I have a single forest single domain Windows Server 2003 AD environment. We
had a power outage and it now appears that my login hangs at " Applying your
personal settings". It only seems to be happening with my account.

I have a user that moved from one location to another.  Changed the Home
Folder in AD to point to the new share.  ie: \\server1\home\user to
\\server2\home\user

I have an Enterprise CA root server and a subordinate CA server in my domain
(single domain).  Both of these servers are running on Windows 2003
Enterprise edition.
I was able to obtain a subordinate CA certificate when i originally set it

used for a very critical application (banking industry).
these servers are placed in a dedicated organizational unit and do
receive standard group policy we apply to all member servers.

If a domain controller needs to dynamically update its dns srv records, does
the dhcp client service need to be running on the domain controller?  Does it
make any difference if the dns server is a bind server?
