Is it possible to export the entire Active Directory structure with LDIFDE??

I currently administer two domains each domain has one child domain (both
child domains are plysically in different locations and have their own
exchange server).  In the near future I will need to consolidate all domains
into a new domain forest.

I would like to setup the Helpdesk to be able to create/delete/disable domain
accounts and change passwords. I would perfer that they not be domain admins
