Every time I boot my computer I get the following:
"Your computer might be at risk.  No firewall is turned on.  Click this
balloon to fix the problem".

Using Windows Vista Business.  I need to change my Cipher Strength to 128.  
Currently set to 256.
Ideas ?

I have nVidia Active Armor firewall NIC.  I am using XML 2007 to edit xml
files and I was notified by the firewall it was connecting to the internet
to this location:
OrgName:    RIPE Network Coordination Centre

I am still not completely sure as to the functions of a Policy CA.  I
understand that it is an intermediate CA.  
And I understand the definition found on Technet (below).  What I am not
clear on is HOW it describes these policies and how it forces other CAs below
