Does SBS2003 work with Terrminal Services CAL?

For SBS2003: I bought and installed 10 licences but have only two
connections.  The terminal server licencing configuation shows "Remote
Desktop Administration" only AND not CALs or whatever!!!!
Why?

We use the Workabout Pro from psion. This device can run ce .net or
windows mobile. In the past we use ce at the moment windows mobile
(4.2.1.1088).
