For SBS2003: I bought and installed 10 licences but have only two connections. The terminal server licencing configuation shows "Remote Desktop Administration" only AND not CALs or whatever!!!! Why?

We have a computer that will not let us connect to the Terminal Server. There are 14 Per Device CAL's installed and issued, there are also 12 Temporary Licenses issued at this point. None of which show this particular workstation name.

I am running Server 2003 Standard and I have 5 user-CALs installed on my License Server and 5 users that need to use Terminal Services. How are the licenses assigned? Is it on a first-come first-serve basis?
