My thought (although insane) is to Norton Ghost my NT4 PDC onto an upgraded sys. Then upgrade to SV2003. Any comments?

Thanks for the suggestions, however the solution came from another angle. It turns out that pcAnywhere can cause a conflict between the video drivers that the computer uses and the drivers that pcAnywhere uses. See KB266786. This
