We use domain-level group policy.  In a support call, Microsoft has told me
that my gpo is not being applied correctly to at least some objects because
there are unresolved SIDs in the policy.
For example, "Allow Log On Locally" is applied to an OU with this right

We have setup a software installation GPO that's filtered by security
groups and it has been working fine on all previous PCs.
We have now added one of the domain controllers to this group via
ADUC, ran gpupdate /force and rebooted.
