I have created a policy that has application whitelisting. I have
spent hours on this policy. I need to copy the policy 2 more times.
Making slight changes to it each time.
When I attempt to copy the policy I get the error GPO policy: Failed.

I find that I can not add shortcuts (nor can any installation program)
