About 10% of our users are not getting GPO applied. The users are spread

I've got Win XP Home Edition Version 2002 SP2.
For some unknown reason, I've also got Group Policy, even though (I've
been told) it's not available in XP Home.

Is GPO able to add a user automatically to a group ? For example, if I
create a user under an OU, and then the GPO will add that user automatically
to a user group.
