   I am migrating the NT4 to Win2K3 AD, for the existing NT policy is
using the NTCONFIG.POL and placed under every Domain Controller. Now,
can I place the NTCONFIG.POL under Win2K3 DC and the workstation also

I just setup a new 2003 R2 server running a new AD promoted to native
mode. No matter what changes I make to the Default Domain password
policy, they don't take. Run gpupdate /force several times to no avail.
