Windows Update/ Installation History indicates SP4 as "In
Progress" as of November 2003.
About an hour ago I did the full download, save, and
install, including the reboot.

I've downloaded SP4 on another pc and burned to ROM to
install on a pc with no internet connection. When I try
to install from ROM or desktop, I get the message that
the computer cannot download SP4 files from the internet.

Just upgraded NT to 2000 on 3 servers. 2 Servers are now
AD controllers. I am unable to access the master
controller from the Licensing console's Server Browser.
Also the licensing mode for all servers is per seat.
