My mum has W2000 with SP3 on her PC and she uses a dialup

Since I have installed SP4, I have a 30 second delay when
right-clicking on any shortcut to a file on a local or
network drive.  I do not get the same delay when right-
clicking on a shortcut to a URL.

I have about 200 stand alone workstations fielded all over the world and
need to install SP4 on them.  The users do not have admin privileges.  Is
there any way to script the install of SP4 with the admin password so that I
do not have to divulge it?

Three Problems
1.  When Internet Explorer connects to the Internet the

wont reboot continually restarts itself at the "windows is
now starting" screen.
