and Windows 2000

I need to be able to change the background color when going through
the user authentication process for remote log-in using terminal
services on Windows 2003. Does anyone out there know where or how to
change this setting? TIA.

Is there a way to prevent a user from using programs such as Task Manager,
Command.exe, and Explore etc...
We want the user to use only the programs we let them use and we do not want
them using most of the Windows features or none at all.

I am running TSE on W2K server advanced and I have one user that all of a
sudden when he connected and logged in a new file was created called
"clients name.domain name" I have have deleted this profile but a new one
gets created when the client loggs back on.
