The domain cannot be found till the customer is logged in to his computer

I've competed an upgrade on a test server from SBS2000 to SBS2003. When a client try's to log on it doesn't get an IP from the server and doesn't become a member of the Domain.
I can see what's wrong or what I missed as the Server upgraded OK and the WS still works on the 2K ...

please help I have a problem with SBS 2000 Server the service keeps on giving
me an error "no answer" and I know for a fact that the modem is working cause
it dials out.I since have come to the conclusion that Microsoft Shared Fax
(software) is corrupt & would like to repair it ...
