The documentation which comes with Exchange Server 2003 outlines how to set up RPC over HTTP on a Windows 2003 server so that external Outlook 2003 clients can access an Exchange 2003 server. However, I have my Exchange 2003 server software installed on a Windows 2000 Server box.

My Exchange 2000 server is working fine with the regular Outlook client. However, with OWA, it only shows the word "Loading..." at right column, and five icons (Inbox, Calendar, Contacts, Options, Logg Off" under the tab "Shortcuts."
