We have a single Exchange server.  In attempting to setup someone's email
account to be able to 'send as' someone else, the test messages bounce back
with the message below.
How can this be if they exist on the same server / same domain?

Here's the situation.
We have a Exchange server that was setup as a AD domain controller several
years ago (Exchange 2000/Server 2000) for a small number (5) of Blackberry
users.  Both Exchange and Server 2000 were upgraded to Exchange 2003 and

When sent BCC email to recipients, the recipient "To:" field shows

This has happened a couple of time.
External email arrives at 3:49 AM.  Gets delivered to the mailbox, 3 times
about 4 hours apart each time.  The inbound email was only received once in
Exchange but seemingly multiplied.
