My Exchange 2000 (on a Win2K O/S) is not sending out emails. For about two hours now (since 10 am EST) it appears nothing is going out. Stuff is coming in, but even the Local Delivery Que is taking 10 to 15 minutes to deliver messages (internal & external).

We're currently running Exchange 2000 Enterprise Edition (fully patched). The server is also setup as an Instant Messenger server. We plan on setting up an Exchange 2003 server & moving the users over gradually.

I can limit the outgoing / incoming message size in the Active Directory of each user individually. In an Exchange 2000 enviroment, where do I define the default policy sizes (which apply if I keep the setting of an user at "default")?
