Over the past few months I've noticed when creating an account, the mailbox is not created. The user account is created but not the mailbox.. This occurred maybe 25% of the time. After rebooting the mail server the mailbox gets created. Any ideas?

Due to a hardware failure I had to set up a new Exchange 2003 server on a new server. I removed the server in AD Sites & Services and it installed ok. Now when I go to set up a new user in AD I no longer get the option to create an Exchange mailbox as I did before.
