Please let me know when to enable auditing in IIS 6.0 for the following

Webdav on Server 2008 doesn't seem to support EFS.  Even tried R2.
If I try to copy a file to webdav server that has EFS on it, it asks to
remove.
If I turn on encryption on a file on Webdav share, it corrupts the file.

I have a VC++ CGI application that shall work with a database (for now a MS
Access database) through the ODBC driver.

I have seen numerous recommendations that says that it is a no-no to run IIS
on a domain controller. What I haven't seen is any solid/sound reasons for
that?
On non-domain controller server, the passwords are stored in the local SAM
