I have FTP server and I see that "bad guys" all the time trying to break it with "Administrator" user. What are recommended options to secure it (disable Administrator account is not acceptable)?

I am using Windows Server 2003. I setup an FTP server. I can do FTP from localhost using both the server DNS name and localhost and IP. But when I am trying to do FTP from another computer in internet, I am getting the following: (using command line FTP client)
