When I use OWA in Exch Server 2007, the Inbox shows all emails properly.

We have a current problem recieving e-mail from Comcast, however it doesn't
always happen.  The times we generally have a problem recieving e-mail from
a Comcast is M-F 7AM to 5PM.  Sometimes the mail eventually gets through,
sometimes it gets rejected.

1 2007 HT and CAS server
1 2003 exchange server (production)

Users on our network are reporting that when they open Outlook it
takes a while to retrieve the data and then when it finally connects,
when they try to send an email it sits in the Outbox for ages before
sending. This happens to all the users.
