Hello Fabio,
Your server is acting as DHCP server, so the database is ofcourse open. You
can either exclude the database from backup or you have to run a script before
to stop it, run the backup and start it again. What OS are you using?

And included only the c$\WINDOWS\system32\dhcp\backup
is it sufficient to restore a DHCP Server?

Hello Fabio,
You can use also the included backup option in the DHCP management console.
If you have not that much of reservations you can make the backup from hand
after adding new settings.

Yes! If we want to backup to restore in another server. But if server
crashes we have to restore the backup and restore DHCP service. That's why
we have to use an automatic backup.
