Delegation of rights manage shares / open files / sessions

Hi

I have a question about how I can delegate limited rights to a Helpdesk so
that they can access (view only or with all rights) to the items in Computer
Management / Shared Folders / Shares, Sessions, Open Files on a Windows 2003
Member Server. These are the options you can see when you run fsmgmt.msc.

The Helpdesk users do have NTFS rights to the file system, but cannot
determine who has files open, shares in use etc, that is why we need to
delegate these access rights.

Due to the security issues with Server Operator and/or Power User groups on
these servers, granting them these rights is not an option.

Has anybody succesfully delegated rights at this level?
