Wondering how I can change the default behavior or value of the above when
creating a new user.

Currently, it is set to be Control Access through Remote Access Policy but I
would like the default to be Deny Access.

BTW, we do not have Routing and Remote Access enabled.

You might want to post in the Microsoft.public.ras_routing newsgroup also. I
believe I read there once a solution but can not remember offhand what it
was. Also you will find that if you enable RRAS on any of your servers that
the default and only Remote Access Policy is set to deny access for those
that have their user account configured with Control Access through Remote
Access Policy.  --- Steve
