Yes, you can install both a W2K and a 2003 TS Licensing Server in a
single domain.
The clients never communicate directly with the TS Licensing
Server, it is the Terminal Server which communicates with the TS
LS.
You can point each TS to a particular TS LS, overriding the
automatic discovery.
Note that a W2K TS LS in a domain only can run on a Domain
Controller, while a 2003 TS LS can run on any 2003 member server in
the domain.
