Using XP Pro SP2 with all updates installed I cannot see my local
printers when I connect to a remote Win2003 terminal server using
remote desktop. I also cannot see the local printers when connected to
a WinXP Pro SP2 PC. I can see my local drives when connected to either
the
XP Pro machine or the terminal server.

The local printers are not connected directly to the remote client PC
(unless you count Windows Fax and a PDF printer driver). They are all
shared printers on the local network the remote client is connected to.

I definitely have Printers checked in the Local Devices groupbox. What
am I missing?

That requires client 5.2.3790 minimum to be installed on the XP client,
instead of the rdp client that comes with XP.
You can find client 5.2.3790 as package "msrdpcli.msi" on your 2k3 server in
the windows\system32\client directory.

Thanks. I can now see one of my printers (an HP LaserJet 6P on my local
file server). The next question is why can I not see any of the other
printers? For example, I cannot see a Canon i950 that is connected to
the same server as the LaserJet 6P and I cannot see my PDF printer. Is
this because the drivers for these printers are not installed on the
Terminal Server?

That is correct. Either the driver names need an exact match, or a mapping
needs to be created:
