Exist any program to log the programs and times  that users use in a
terminal server?

Not build-in, no. The only thing you can get is login and logoff
times, by enabling auditing of security events.

The only program that I know of personally that does this is Citrix
Resource Management, but that would probably be overkill.
I'm sure there are other 3th party applications thatdo this, try
searching Google for terms as "billing" and "resource management".
