Connect to Printer vs. Create Printer on Windows 2000 Server

Environment:

Windows 2000 Server TS
Windows XP Pro Client RDP
Printers on Client

Can anyone tell me if there is a way to create a printer on a Windows 2000
Server that is attached to a Windows XP Pro PC?

From my experience, it is no longer possible to create and share the
printer, rather you can simply connect to the printer.

The problem with this is a seeming elimination of spooling capabilities on
the Windows 2000 Server, so if there is a slow link to the XP PC, your
application is ties up communicating all the way to the remote  end until
the printer can respond. When the printer is created on, (rather than
connected to) on the Windows 2000 Server, the Windows 2000 Print spooler
manages the transmission to the remote PC and the application is able to
resume operation while the spooling is occurring.
