Why hack the registry when it's not needed in the first place?
Normal users do *not* have the right to shutdown a server, even if
they can see the "Shutdown" option on the Start Menu".
Administrators and Power Users *can* shutdown the server, even if
they don't see the Shutdown option on the Start Menu.
So if your users are shutting down your server, they have
administrative rights, and you won't be able to stop them from
doing so (at best, you can make it a little bit harder for them).
If you just want to remove the Shutdown item from the Start Menu,
use a Group Policy:
[User Configuration\Administrative Templates\Start Menu & Taskbar]
Add Logoff to Start Menu
Disable and remove the Shut Down command
