I have Terminal server running w/ 10 users. The local PCs have older MS
Access 2000 versions running. The access data base will now be on the
server. Do I need to purcahse MS Access licenses or can this work with the
units we have?
You need as many Office licenses as you have clients that run
Office. Doesn't matter if they run it locally or from a Terminal
Server.
The keyword in your post is "older". If you install a newer
version of Office on your TS and users are running Office from the
TS, you will need to upgrade your Office licenses.
Licensing Microsoft Office in a Windows Terminal Server
Environment

Note: if your clients run their local Access application, but
connect to a database that resides on the server, you are
basically using your Terminal Server as a file server. Nothing
wrong with that, and it doesn't have any effect on your license
requirements (one Office license per client, the correct version).
