DOS Applications won't run in full-screen mode

I have been trying to get my DOS applications to run in
full screen mode from a Windows 2003 Server terminal
session.  When I attempt to configure the properties and
defaults of the application by selecting properties from
the window or by right-clicking and selecting properties;
after making the necessary changes i get the following
error:

"The video device failed to initialize for full screen
mode."

It then gives me the option to close or ignore.  If I
ignore the application proceeds to open in a window.  The
applications work fine in full screen mode from a normal
network connection.  The problem only occurs when using a
terminal session.

Does anyone have any ideas?  Any help or suggestions would
be greatly appreciated.
