Revoke licenses

Hello

Licenses that I have revoked always return after I restart
the servers.  And when this happens, I get a out of
license notice even when I am not over the license.  How
can I keep the revoked licenses users off the system.

I have a PDC, and 3 BDCs with several stand alone servers.

The license info is being replciated\sync'd up from a BDC or Server.
