Change Password Permission in NT4 Sp6a

I'm trying to figure out how to give users permisison to
change their passwords.  I'm running an nt4 sp6a domain
controller and the workstation machines are WinXP Pro.

Can anyone point me in the right direction?

By default in NT4 as long as the user account does not have the check box
for User can not change password then they can. You do not have the granular
permissions that W2K has.
