I have a peer-to-peer network with 4 PCs; one using NT Workstation, one
using Windows 95, one using Windows 98, and one using Windows XP.  All but
the Windows 95 PC can share files and printers with the Windows NT
Workstation PC.  If I click on Network Neighborhood on the NT or Windows 95
PC they don't "see" eachother.  What could be the problem?

Is there a common protocol between NT and W95?

At least 3: NetBEUI, TCP/IP, and NWLink IPX/SPX/NetBIOS
Compatible.

And in particular Abrams' network it  is ...? :)
If both W95 and NT share TCP/IP, ensure you got WinSock2 update installed on
W95.

Make sure TCP/IP is bound to the Windows 95 computer's
network configuration.
The default configuration of a new network card is not set
to use TCP/IP.  You need to manually configure this before
you network will run.
