Windows NT won't display

I am running Windows NT 4.5. The problem is when I log on
windows does not display anything on the desktop. There
will be a blank light blue screen and nothing else. If I
press Ctrl Alt Del again the task manager will pop up but
I still cannot access my hard drive as well as my
applications. The only thing I can access is the internet
explorer.BUT I can access resources over the network
without a problem.
Whta do I have to do to get to the desktop again

Check that explorer.exe is the default shell to start. Look at the Reg_Sz
string value of;
"Shell"="Explorer.exe"
found at
HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

You can try manually starting the shell Task Manager|File|New Task
%systemroot%\explorer.exe

To check Event Viewer for errors. Try running Task Manager|File|New Task
%systemroot%\system32\eventvwr.exe

weird thing, are you able to run any of admin tools - regedt32.exe,
musrmgr.exe, winmsd.exe, windisk.exe and eventvwr.exe from task manager "New
task"?

IS explorer.exe listed in active task list of Task manager?  Eventually try
to run new copy of explorer.exe from Task Manager.
Do you have mouse cursor visible? And if yes, what happen if you right click
on desktop? (desktop context menu should open normally, from where you can
access desktop settings applet and try to change desktop setings).
What do you mean by "I cannot access hardrive and applications but can run
MSIE" - how are you launching MSIE? Is here some security problem accessing
your disk?

Is this behavior related to only one user or to all users on machine? If you
are able to run musrmgr, you can create new user with admin rights and try.

I cannot run any admin tools and if i try to right click
my mouse nothing will happen.
I cannot access my c:/ drive. It gives me an eror, and i
canot access any other application or even my control
panel.
I am launching IE by typing in iexplore in task manager.
I have tried to log on as another user and the same
problem pops up

It seems that the Windows NT Shell can't initialize.
If you can't start it manually from Task Manager: File >
New Task > "explorer" then you may have a damaged shell.
If you can obtain a copy of the Windows SP6a installation
file, use it to reinstall Service Pack 6a.'
In addition, check the system for viruses which may
prevent th shell from initializing.
