Shutdown without the "restart" button

Dear Sir/Madam,

How to shutdown with poweroff? That means, how to disable the appear of the
"restart" button?

I have tried to change the registry
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon
PowerDownAfterShutdown from 0 to 1
But no use.
