restricting the Programs group on NT4.0

I would like to restrict the programs listing of applications to just
'Startup' on a NT 4.0 training machine.  After the student clicks Start then
Programs he should just see the Startup option, how do I configure this?

Use the NTFS secutiry settings on your Programs folder to not grant read
access to the file/folders you wish.
You amy want to restrict access to C:\WINNT\Profiles\All Users\Start Menu
and just allow the user to use their own copy of the Start Menu folder or
restrict "write" permissions on that folder.  Remember: try not to use the
Deny permission, simply don't grant permission instead. (Deny is applied
cumulatively to all child objects)
