Does anyone know how to create a bootable diskette(s) or
bootable CDROM for NT 4 so that a NTFS partition can be
accessed once the system is booted?

Thanks

You must use third party products. There is nothing that microsoft makes
that will do this. Check out sysinternals.com for some products.
