The article 196661 of KB say's Windows NT doesnot support USB

Windows NT 4.0 does not support Universal Serial Bus (USB) host
controllers. There are no plans to provide USB support in Windows NT 4.0 in
a future service pack.

But their are few thirdparty give you limited USB support on Windows NT
check this link which could be of help to you.
