Quick Launch Toolbar

I am operating Windows NT 4.0, and before tech support at
my job formatted the C Drive, I had a quick launch
toolbar.  Now that they've returned it, I have found that
they did not restore everything the way it was before.  
One of my problems is with the Quick Launch toolbar.  When
I click the taskbar, it no longer gives me the option of
adding/customizing toolbars.  Is this feature available in
NT, or did I have an earlier version??  If it is in NT,
how do I get it back??

Talk to your techies. They should know about Windows Desktop update (Active
Desktop) since SP4. Unfortunately, you cannot restore this feature yourself.
