Changing Display Language

Does anyone know how to change the display language to
English.  I was told that no matter where I purchased my
Windows NT Home Edition, the display can be seen in
English.  I have tried to change it but can't.  And now I
am not able to install anything from the CD drive or
download Adobe software from the web
