How to move DNS/DHCP/WINS service from PDC to BDC when the PDC crash!

My PDC has primary dns zone,Dhcp subnet is
10.181.29.x,BDC has secondary dns zone, dhcp subnet is
10.181.30.x,10.181.31.x. How can I do when the PDC crash!
