Hello,
We will be re-architecting our dmz soon and will need to change the local IP
address of our DNS server which serves our external DNS. I am assuming that I
could simply change the local IP address and then update the zones and zone
records accordingly...is this correct? Has anyone had any negative impacts
with doing this? I can build a new DNS server, but would like to avoid that
if possible.

Is this a non-routable address that is found on the Internet via a NAT
address supplied by your firewall, or is it a public address that people go
to directly?
If the latter and it is authoritative for your domain, you will have to go
to your domain registrar and update their records to show the new IP address
or everyone is still going to do lookups via the old IP address. Translated:
If you don't update the registrar records, no one is going to be able to
find your sites within a few days as the caches expire.

Do not just change the IP address of a DNS server or a domain controller.
Always add the new address, give ample time for the new address to propagate
and make sure all errors are gone, before removing the old address.

The external IP's are not changing, we are currently using external IPs in
our DMZ and would like to move away from that for various reasons.
I was not aware of adding the new IP address first, then removing the old
later.
