Create a forward lookup zone with the site name, ie. www.site.com then
create a new host leave the name field blank and give it the IP of the web
server.
You can create a zone for just "site.com" then a host named www with the IP,
but if you do this if there are any servers located elsewhere, like a mail
server for the domain, you would have to manually create all these records
and keep them up to date. You would be best just using the site name to
alleviate this conflict.

Rather than having a domain name, can i configure DNS
using IP address. For example, i have a website that is
accessed by IP address, http:\\external IP address. When
i am in my network, i am unable to view the site unless i
use http:\\internal IP address. Can i configure DNS with
this scenario.

There is no point in going through DNS if you are just going to name the
zone with an IP address. You don't need DNS to give you the IP address if
you are trying to access the site by its IP address.
The whole point with DNS is to convert domain names to IP addresses, that is
all it does.
