is there a way to setup DNS to use more than one IP address for a given
name?

something like:

$origin foo.bar
irc    IN    A     192.168.1.1
irc    IN    A    192.168.1.50

when someone tries to connec to irc.foo.bar they get one or the other IP
address

Yes you can do that, just create both records, and it happens just like you
want, they will get one or the other.
