is this DNS problem?

Hi, When I change IP address on workstation
from e.g 192.168.26.24 to 192.168.26.31 internet will not work but
networking is OK, I mean I can access server (WinNT4)
Which setting on a server is responsible for this? I took over the network
and not sure where to look. Looks liek some addresses works and soem not:
20-30 but without 26, and then above 30 nothing works with ineternet. Is
this DNS or firewall?

Or router, or gateway or netmask or proxy or IP filtering or...
