Why is DNS doing this?

You can read the preceding three posts (DNS Forwarding Problem...) if you
want a little background, but I don't believe it is necessary to address my
current problem.

WinNT Server 4.0 SP6a

I have changed IP addresses on my internet connection.  I have removed every
reference I can find to the old address.  Using a packet sniffer I watch the
traffic.

A DNS request comes in on the new IP address.
The DNS response goes out on the old IP address.

I can't find anywhere in my system where the old IP exists.  I have rebooted
multiple times.  Always with the same problem.

How do I get the DNS Server to respond on the same IP the request came in
on?

It appears that a piece of third-party software (WinRoute Pro) was
interfering in the process.  It still had some references to the old IP.
When I removed those, the DNS server began to operate in a much more logical
manner.  Frankly I'm perplexed as to how it might have caused the symptoms I
was experiencing.  I'll have a conversation with the vendor tomorrow.
Perhaps they'll be able to pose a hypothesis that explains the behavior.
Worst case they'll be aware of the potential conflict for future reference.

Thanks to all who read these threads and thought about the problem even if
you couldn't offer any suggestions.
