DHCP and DNS do not need to be run on a Domain Controller. To move DHCP to
the new server see:
130642 How to Move a DHCP Database to Another Windows Server

To move DNS, I would create a secondary zone (or zones) on the new server,
then after the zones transfer take the old DNS server down and convert the
new one to a primary.

This refers to transfering the zone from the master to secondary. You will
