Been fighting this for a long time.
Here is what I have found so far.
if a domain name NS server is in the CACHE then it will find the host.
if a Domain name is in a DNS server that is not in the  Cache  then until
the domain hosting the DNS is called up, the host will not be resolved.

This happens a lot with ORG.

any ideas?

What's the question? You have described the normal operation of the DNS
system.

clarification:
I type a URL in to the web browser. Like www.vmelinux.org
this goes to my DNS servers and I get a
Cannot find server or DNS Error

then I go to the dns server look up the Name server
and type the www.URL  in for that domain.

now I can type in www.vmelinux.org and go to it.

Question is; How do I get the name server to resolve to www.vmelinux.org
without having to do the extra step?

Sounds like you don't have a root zone on your DNS server. The  .  one.

_Without_ going through that procedure on the DNS server, show us the outputs
of running, on the machine where the web browser is,

    netdig www.vmelinux.org a

three times, separated by 30 second intervals.

It happens a lot with all domains.  This is how DNS works...  :)

Unless you actually have a resolution issue you're not describing well
enough.
